Summary
Yeni kamu yönetimi insan odaklı bir yönetim anlayışına sahiptir. Bu nedenle insanın yaşam kalitesini ve süresini uzatmak için politikalar geliştirilmesini savunur. Ayrıca problemler ortaya çıkmadan önlem alınması gerektiğini vurgular. Kamu yönetimi, bu yaklaşımlar çerçevesinde ortaya koyduğu politikaları merkezi idare, yerel yönetimler ve sivil toplum örgütleri aracılığıyla uygulamaya çalışır. Bu bağlamada insan sağlığını tehdit eden ve onun yaşam kalitesini düşüren toplumsal bir salgın hastalık haline gelen obezite ile ilgili gerekli tedbirleri almak, politikaları üretmek ve uygulamak zorundadır. Diğer yandan, yerel yönetimler ile sivil toplum örgütlerinin obezite ile mücadele de etkin bir rol oynaması için merkezi idarenin yasal ve mali yönden bu örgütleri desteklemesi gerekir. Bir başka deyişle toplumun tüm güçlerini obezite ile mücadelede harekete geçirmek ve bu konuda toplumsal bir bilinç oluşturmak zorundadır. Merkezi idare yeni kamu yönetiminin hem insan odaklı olma anlayışı hem de kamu kaynaklarını etkin ve verimli kullanma prensibinin bir sonucu olarak obezite ile mücadele etmek durumundadır. Zira obez olan insanların pek çoğu düşük bir verimlilikte çalışmakta ve ülke kalkınmasına yeterli ve gerekli katkıyı sağlamaktan aciz bir durumda bulunmaktadırlar. Diğer yandan kamu kaynaklarının önemli bir kısmı obez insanların tedavisi için harcanmaktadır. Sağlıklı bireyler sağlıklı bir toplumu oluşturur. Sağlıklı bir toplumun bireyleri ise ülke kalkınması ve gelişmesi için önemli bir kaynaktır. Günümüzde, yeni kamu yönetiminin bir sonucu olarak, üretim için gerekli olan unsurların en önemlisinin insan kaynağı olduğu artık kabul edilmektedir. Bütün bu nedenlerle kamu yönetimi obezite ile mücadele etmek zorundadır.

Abstract
New public management has a people-oriented management approach. It is therefore in favor of developing policies to extend the quality and duration of human life. It also stressed the need to take measures before the problems. Public administration, this approach within the framework of policies put forward by the central government is trying to implement through local governments and civil society organizations. This binding in its quality of life that threaten human health and take the necessary measures related to obesity, which has become a social epidemic that reduces, to produce policies, and must apply. On the other hand, civil society organizations and local governments struggle with obesity also needs to support this organization from legal and financial aspects of the central government to play an active role. In other words, to mobilize all the forces of society in the fight against obesity, and it is difficult to create a public awareness on this issue. Central administration to be both people-oriented concept of new public management principles as well as a result of the effective and efficient use of public resources has to the macadel obesity. Because of the many obese people who are working at a low efficiency of the country's development and to provide sufficient and necessary additives are present in a helpless situation. On the other hand a significant portion of public resources are spent to treat obese people. Healthy individuals create a healthy society. The healthy members of society is an important resource for the country's development and growth. Nowadays, as a result of the new public management, human resources are now regarded as the most important of the elements required for production. For all these reasons the public administration has to struggle with obesity.
